Jesús has been working as Lawyer of the State Council since 1998. During his professional period prior to KPMG, he managed Broseta Lawyer's Madrid Office since its opening in 2007, being in charge of its launch and development, and at the same time, he practised as a partner in the Department of Public Law. He is a specialist in Administrative Law and, in particular, in matters of public contracts, infrastructures, town planning, environment, administrative procedures and administrative disputes. He has provided ongoing advice for both public and private clients in all manner of questions related to the execution, modification and termination of public contracts, as well as in the drafting of specific administrative clauses and other documents connected to their acceptance. He brings strong experience in advising public Administrations at the different territorial levels as well as other institutions and public businesses. At the same time, he is a specialist in diverse regulated sectors such as energy, telecommunications or audiovisual among others.

He is also a teacher at the Higher Institute of Law and Economy and at the IE. President of the Foundation of International Studies and Supporter of Foundations such as Citizenship and Values.
